The measure bogged down on the floor last year, after
multiple-amendment moves by opponents caused debate
to extend into the noon hour, when some of Kelly's sup
porters left.
This year, the bill shot through all three stages of legis
lative consideration in the session's first 23 days, after
being amended.
First, Sens. Donald Dworak of Columbus and Peter
Hoagland of Omaha were successful in amending the bill
so 19- and 20-year-olds would be allowed to drink in bars,
but only those 21 and older could buy alcohol off sale.
At the next stage of debate, the Hoagland-Dworak
amendment was taken off the bill, and the age was set at
20, under an amendment offered by Neligh Sen. John
DeCamp.
Serve alcohol
Also included in the bill is a provision allowing 19-year-olds
to work in places that serve alcohol.
Observers had predicted ravage of the bill at. the
beginning of this year, beca :sc half of the Legislature is
up for re-election this year. The bill had received over
whelming support from education and clergy sectors in
the state. .
The only debate on the measure before final approval
Tuesday came when Lincoln Sen. Don Wesely offered and
then withdrew an amendment that would have allowed
any Nebraskan registered for any future dfaft to drink '

UNL student to study in Britain

An all expense-paid, two-to-three-year scholarship to
study at a British university of his choice was won by a
UNL senior geography major. The scholarship is worth an
estimated $10j000 a year.
Douglas J. Faulkner, winner of one of 30 Marshall
Scholarships awarded to American students by Great;
Britain, said he plans to study geomorphology at Hartford
College, Oxford University. Geomorphology is the study
of the earth's surface.
The North Platte native said his desire to go to Oxford
University increased when he saw a chance to study under
the prominent desert geomorphologist A.S. Goudie..
When Faulkner heard he had won the award, which
was named for U.S. Gen. George C. Marshall, he said, "I
felt floored. . .unbelieving."
Benefit society
The 4j0 student said he wants to do work that will
benefit society; adding that he is particularly interested in
environmental protection.
Donald Burns, assistant dean of the College of Arts and
Sciences, said requirements for .receiving the award in
clude a distinction of intellect and character as evidenced
both by scholastic attendance and by other activities and
achievements.
"They (the contestants) should display a potential to
make a significant contribution to their own society "he
said.
Burns said almost half of the winners are from Harvard,
Yale or Princeton Universities.
It clearly shows that our best students are equal to
other students from other universities," he added.
Established in 1953, the Marshall Scholarship includes
air fare to and from Great Britain and full tuition.
Burns said the purpose of the award is to establish
better ties between the United States and Great Britain.
" Avid bicyclist . :
Faulkner said he applied for the scholarship in October,
and was interviewed by a committee of eight people in
Chicago on Dec. 13.
Faulkner has a major in geography and minors in
mathematics and English.
He describes himself as an "avid bicyclist" and said he
runs 25-30 miles a week.
He said he "drifted" into geography, becoming mainly
interested in geomorphology.
Faulkner said geomorphology generally is offered in
geology departments in American schools but in Great
Britain it is more often offered in geography departments.
He said that geography presents more of a human
element.
Faulkner has received many scholarships, including the
Regents Scholarship and the Miller Scholarship .
The last Marshall scholarship awarded to a UNL stu
dent was in 1973.
