James Moylan, regent from Omaha, said, "I think time has shown that we need a central administration. As far as budgeting, it's vital. ; . " . He added that the central administration is run as efficiently as it can be. "Everyone in that building works hard. Many work over-time when its necessary." . The timing of the petitions is poor, and the effect of . them is going to be negative, he said. In agreement with Moylan was Regent Robert Raun of Minden. "I haven't . seen the petitions, but I think they re ridiculous.' Regent Robert Simmons of Scottsbluff said if the people signing the petitions want an administration that controls all three campuses he is in agreement with them, and believes that such an administration is long overdue. However, if they want the campuses to be separate, UNL will get clobbered in the politics because Omaha has more state senators, he said. Faculty Senate President William Campbell said there is a general feeling among the faculty that if the university is faced, with financial problems, it may well be time to examine the central administration to see what cuts can be made there. University Studies appoints new fellows Two new Fellows have been appointed to UNL's Uni versity Studies Faculty, according to University Studies Director Leslie Duly. The Fellows are Assistant Professor of Art Ellen Taylor Baird and Associate Professor of Geography David J Wishart. Professor Baird, whose research speciality is in Latin American Art History, joined the UNL faculty in 1975. Wishart, who also serves as a Graduate Faculty Fellow in the Geography Department, has specialized in the histori cal geography of frontier settlement. Prichard said in the 13 years he has been on the UNL faculty, he has never seen faculty morale so low. "It has been my observation that at the end of Chan cellor Hardin's term, we increasingly began to adopt some form of industrial management as the governing system for the university, "In this situation, rather like Chrysler Corporation, the administration and faculty have become increasingly dis tant and detached from each other." If a review of the central administration finds that the leadership on the UNL campus is inhibited from speaking put for needs of UNL, "then the system very badly needs to be abolished,"'Prichard said, '." Prichard also said he believes all administrators should teach at least one course a year to get a better idea of faculty problems and student needs. He added that a graduate student could stand by and relieve the adminis trator when the administrator needs to be gone. Because Dean Egbert was home ill on Tuesday Associ ate Dean Ron Joekel was presented the signed petitions at noon Tuesday, Joekel said the petition took him by surprise, But because of declining faculty morale he said he was not surprised that the faculty took some form of action, He added that he believes all programs should be periodically reviewed, including the central administra tion: ,. .
