He said that no matter what definition
is used to define insanity, a psychiatrist or
psychologist must "rely on their own per
sonal ethical judgment."
Elwork suggested three methods to
improve Insanity defense procedures:
-announce the insanity defense earlier.
In some cases, the defense attorneys may
announce insanity defense as late as 10
days before the trial. Elwork said this is
not enough time for adequate psychologi
cal study.
-Allow more than one examination of
the defendant He said an insane person
may have good and bad days like everyone
else.
-Require psychologists or psychiatrists
acting as expert witnesses in trials to take a
minimum competency test.
Klaus Hartman, superintendent of the
Nebraska Regional Center, said if a person
pleads guilty by reason of insanity, he or
she should plead insane and guilty. Using
this method, he said a person found insane
and guilty would be treated first for insan
ity and would then be released to serve a
sentence for the crime.
Elwork disagreed with the insanity and
guilty method because in some cases an
insane person does not know the difference
between right and wrong. Ih said this
method taxes away the right of the
defendant to say if the crime was inten
tional or not.
Massengale leaves
on Indonesia trip
Martin Massengale. vice chancellor for
the Institute of Agriculture and Natural
Resources on East Campus, left for Indo
nesia Sept. 16 to assist the country in a
review of its crop development and re
search programs.
Jack Robbins, dean of agriculture at
Washington State University, is also on the
trip. Massengale, Robbins and Ralph Cum
mings, an agriculturalist, will look at agri
cultural programs in Indonesia and make
recommendations for the future.
Rice is the country's top agricultural
product, but the team will focus on secon
dary crops, Massengale said, because rice
production is fairly efficient.
Secondary crops include coconuts,
sweet potatoes, grain crops and horticul
ture crops such as coffee and spices.
Hie team will return to the United
States Sept. 30. -
