Some of the program budget cuts will hurt the enthusiasm and vitality of the faculty he said because they will seriously affect the quality of education, Andrews said. The award was presented by the American Society of Agricultural Engineers (ASAE) during the1 society's summer meeting June 24-25, at the University of Manitoba, Winnipeg. ASAE is a non-profit, technical, scientific and educational society commit ted to improving agriculture through the ap plication of engineering This is the last year that the university will be able to withstand such a low ap propriations from the legislature, An drews said. "We can't do this next year," he said. All of the cuts that can be made have been made, he said. About 20 specific areas are to have their budgets cut for the coming year. J By Cordon Johnson The voice on the other end of the telephone line is soft and warm and exudes a friendliness not' expected from an answering machine. When Eric Youngerg, city council member, says he's sorry he's not home and will return, your call, you tend to believe him. Youngberg, 29, is the youngest member ever to serve the council. He defeated incumbent Steven Cook for the northwest district seat last May. The district includes the UNL campus. Throughout his campaign, Youngberg pledged to try and get more people involved with city politics. One of his goals, he said is geared toward minority and student representation. The way to get these groups involved is to show them their concerns are being dealt with, he said. One student Youngberg's background is well suited for tackling the task. He recieved his bachelor's degree from Unl in Sociology and Urban studies. He has completed course work toward a masters in community and regional planning. Since he was elected he said that only one student has contacted him since he took office. However, the lack of student input could be the result of school ending three days after he took ofSce, he said. By showing students he is taking care of them politically, he said he hopes they will become more involved in local government. " . He has helped pass legislation acquiring beer gardens behind two Lincoln bars and bicycle routes, be said. He said he also supports increased funding of public transportation, the construction of bycycle lanes on roads. These are the type of things that will affect students, he said.' - And, he said he is working on a proposal that will require all buildings in the city to have storm windows. Minority concern This will affect the amount of utilities students and the community will have to pay, he said. Studenrproblems, while a big concern for Youngberg are not his major concern, he said. The most important " concern he has is with minority representation, he add, , even though the student population is much Urgtr than ' the minority population. "The students are, of their own choosing, a lesser part the eommunity," he said. If students become more vocal and involved, he wm become more involved with student concerns, he said."- - During the May election about 60 votes were cast from around the UNL dty campus area, he said. This low turnout could be the result of students not realizing that it is to their advantage to vote he said. Community activity One reason for this antipathy is because most students are transient, he said. No matter where a student lives he said, he should consider that place his community and become a part of its activities. Many people consider his ideas and political thinking liberal, he said, but he does not like to be labeled. "I don't like labels because the public doesn't always understand them," he said. If he must be labeled, he said he prefers to be called progressive, someone who is in favor of moderate change. Getting the dty council to go along with some of his proposed changes could be difficult, but, he said, he is optimistic about the changes. Mayor conflicts . "I am always optimistic about future change," he said. "It is important to have optimistic leaders. It is important not -to just criticize but also have some viable alternatives." Referring to conflicts between the Mayor Helen Boosalis and the past council, Youngberg said the tables are now turned instead of having five anti-mayor council members and two pro-mayoral members ft is just the opposite, he said. The atmosphere of the dty council is no longer as antagonistic as it once was. Council members disagree with each other but they do ft in a considerate manner, he said.
