Washington-President Carter, frustrat

investigators as saying that the Boeing

ed by Soviet intelligence agents."

Modest reorganization
Washington-President Carter, yielding
to anticipated political opposition, Thurs
day announced modest reorganization plans
that would transform the Interior Depart-
ment into a bigger Department of Natural
Resources.
In the second of two plans that will go
to Congress, Carter also proposed to con
solidate domestic economic development
programs in the Commerce Department.
The president's decision capped two
years of bitter battles among Cabinet
officers and top White House adles over
who would control programs in these areas.
