Prompted by the irate charges of a fellow journalist that garbage removal ser vice problems are multitude, infuriating, worse than hangovers, and not a lot of fun, I felt it worthy to discuss them. I Br. i 1 1 1 1 I The Nebraska statute requires all gar bage to be collected, and failure to do, re sults in a stiff fine. (We all know what failure to pay taxes results in.) The average rate charged for garbage removal in Lincoln is $6 per month. How ever, the problem many people face is not the price o! the service, but who is respon sible for paying the service. Confusing responsibility It often seems that people who rent houses or apartments are confused on this matter. Some think that it's the manage ment's responsibility to pay for the service, others simply don't care. According to a spokeswoman from the Nebraska Real Estate Corp., who wished to remain anonymous, each real estate com pany has their own policy on garbage removal buls. The contract or lease that a tenant signs should contain a clause labeling who is re sponsible for removal fees. Often times, the spokeswoman said, the jmatter is merely discussed between manager and tenant, and nothing formal is written, THs is where the confusion comes in," she said. The irate journalist I referred to earlier, said in the lease he signed there was no kind of garbage removal agreement. "So I assumed the management was paying for it he said. However, he added, his assumptions soon proved wrong. Garbage bul After living in his apartment for eight months, he was approached by a garbage removal service representative who inform ed him that he owed $56 in back garbage removal bills. This problem is common, according to several garbage service representatives. "Many people are confused who should pay, so the bills just pile up. Anymore, we ask for the money before we pick up the garbage," one service owner said. The Nebraska Real Estate Commission said that if a manager breaks a contractual agreement in any way, he can be taken to court.
