One of the most visible issues is the con dition of the 1-ast Campus Mall, south of the East Union. Much inconvenience has been borne by the students, faculty and visi tors to campus. The visitor to East Campus is erected by a sea of mud, wooden planks and mazes of sawdust trails. This condition arose from a combination of several factors within the university system. During the month of November, UNL Grounds Department personnel removed one of the two sidewalks running east and west, and several more running north and south through the mall. Grading and form laying for the new sidewalks began but, due to inclement weather over Thanks giving break, work has been halted indef initely. WUber Dasenbrock, Director of the Grounds Department, said the project was not completed due to weather problems, and may not be completed until June of next year. We find, however, several sub stantial problems that reflect more than just the weather. Most importantly, there seems to be no valid reason to start a major project at such a late date. According to Mr. Dasenbrock, the steam tunnels running beneath the mall were in need of maintenance and repair before bids could be let for the project. After the repairs were completed, it took an additional five weeks to secure a bid for the sidewalk project. However, considering that Mr. Dasenbrock has been Director of Grounds since last April, it seems unlikely that those two factors should delay the starting date until the middle of November. Another potential problem area is that of funding. The low bid was $28,000, which was $8,000 more than was available for the project. However $20,000 of work was contracted and authorized with no definite funding source to complete the project. In addition, the sidewalk project was authorized and started without a com prehensive landscape plan for the mall area. This plan has yet to be completed. The condition of the mall can't be sig nificantly improved until next spring at the earliest, and in fact will worsen during the spring weather. (Just in time for FFA Convention, Cornstalk and State Sports Tournaments). Therefore, we would like to propose several things in regards to the present situation and to similar projects in the future. First, a comprehensive land scaping plan should be formulated to detail what type of work is to be done on a specific project. Secondly, a priority system should be prepared so that the most important areas on campus are attended to in an expedient and efficient manner. Finally, projects without full funding should be carefully analyzed and reviewed before being intiated. In conclusion, we feel that the students and faculiy are willing to accept the minor inconvenmeces associated with the development of a major university. How ever, we feel that the UNL Grounds Department should evaluate its planning procedures to avoid any recurrence of similar situations in the future. James N. Reimer John J.
