Wednesday, august 30, 1978 daily nebraskan page 7 Union Program Council reorganizes and changes name By Scott Dehm UPC, once known as the Union Program Council, will now be operating at UNL as the University Program Council, according to new Program Coordinator Tony Warner. Warner, former program and recreation manager for Nebraska East Union, said that this summer, a group of students consisting of representatives from UPC, East Union Program Council, 'Women's Resources Center, and the Cultural Center, decided that since UPC serves all university students, its title change, and its service structure should change. Warner said the revision, began under suggested directives handed down by the Board of Regents last year. Of the two decisions affecting UPC, the first said student fees were to be allocated to the student government, the student newspaper and to the major program or ganization on campus. The best way to serve all students seemed to be a split council, Warner said. Three separate councils were formed, UPC City, UPC-East and UPC-Culture Center. Executive body formed To stay in touch with each other, an executive body was formed, made up of the president and vice-president of each sub-council, he said. The second decision made by the re gents stated that the major program or ganization should be responsible for allo cating monies to new organizations re questing recognition, Warner said. To accomplish this, the Fund Allocation Committee of UPC was initiated, he said. Two representatives from each sub-council make up the committee, and they will hear requests each semester from new organiza tions. "At the moment;' he said, "We only have $5000 for seed money (money for new organizations). That only gives us $2500 to work with each semester, and it often takes that much just for one .pro gram, let alone an entire organization." Warner said the task force also studied the need for advising of the Campus Acti vities and Programs office, the parent-organization of UPC. Since CAP is a department of the Neb raska Union which is advised by the Neb raska Union Board, and since it deals with programs that involve over 200 campus organizations, the task force felt CAP should also be advised by a board. "The question arose, of whether the Union Board would have time to advise us (CAP)." CAP board formed So a recommendation was made, he said, that CAP be advised by a special advisory board. The CAP Advisory Board, will be made up of students and faculty already familiar with the office, but also of students-at-large, Warner said. "ASUN will appoint students from volunteers, and the faculty staff will also appoint people," he said. "Hopefully, the vice-chancellor of student affairs will appoint an advisor from that office, in order to round out the board." Warner noted that both Nebraska Union Director Al Bennett and Vice -Chancellor of Student Affairs Richard Armstrong had 'tentatively approved the concept of the board, and that discussion of the advisory board will be brought up at the first Union Board meeting. Warner said that by involving more people in the advising aspect of CAP, the new UPC structure will also be strengthened, and money can be used to in crease both quantity and quality of the UPC programming. "Students need to be aware of the three sub-councils of UPC. and the "U" no longer stands for Union, but University," he said. "We really believe that we wiD be able to deliver more programs more efficiently, and involve more people in the delivery of those programs."
