She also stressed that females should
not hitchhike.
Tips to avoid rape
She said when either accepting a ride
home offer or asking for one, women seem
to forget that "rapists don't have a certain
look."
Officer Joe Wehner of the University
Police Department, offered tips for uni
versity women.
He suggested women avoid walking
alone, but if they must, they should let a
roommate know where they are going and
when they expect to return. If a woman
suspects someone is following her she
should go to a well-lit or populated area
and call the police as soon as possible.
Wehner said women should look in their
cars before getting in, and those living in
residence halls should not do laundry after
midnight. He also suggested women keep
their doors locked, and not let anyone in
unless they know them.
Wehner said he does not advocate carry
ing i weapon because of the possibility
that it can be used against the person
carrying it.
However, he said wearing and using a
shrieking whistle is a good idea. It can
alert others to your situation, possibly
scare off the attacker and it can't be used
against you," he explained.
Mace warning
Wemmer said if a woman decides to
carry mace, she should keep it where it is
readily available. She added that some
studies show mace increases violent reac
tions in some individuals who have been
drinking.
Wemmer added that when walking alone
women should have "an aggressive
attitude," and to act like they know where
they are going. She cautioned against wear
ing heels that prevent a speedy escape or
being loaded down with packages.
Washburn added that women should not
give out unnecessary information about
themselves to strangers, such as where they
are going or where they live.
Washburn said there seems to be an
increase in the use of weapons, and rapists
seem to be more daring. For example, men
are forcing their way into homes.
When at home, Washburn said women
should check the identification of service
men, keeping a chain lock between them,
before admitting the men.
She said when a stranger asks to use the
phone for an emergency, the woman
should dial the number herself and not let
him in her home.
Rape increase in summer
Women should use their first initials
in the phone book and on the mailbox,
and list "dummy" names on the mail-

box if they live alone, Washburn said.
During the summer the number of re
ported rapes increases, Washburn said.
Washburn explained that the intense
heat of the summer is oppressive. It causes
the rapist, who usually is an individual
characterized psychologically by a "self
defeatist attitude," to vent his inferiority
feelings by rape, she said.
The rapist doesn't feel powerful in his
own rights. With rape he feels elevated,"
she added.
In the summer, potential rape victims
are more mobile, hence more accessible.
Also, they often wear fewer clothes,
although rape is not sexually motivated,
according to Washburn.
"The rapist is not aroused
by a woman with no bra. He feels
instead that she should be punished or that
she's asking for it." A rapist wants to domi
nate, not fulfill any sexual cravings, she
added.
But whether rape cases are increasing or
the reporting of rape is, is impossible to
judge.
"One-third to one-tenth of the national
scale (for rape) are not reported" because
the criminal justice system is not as respon
sive as it should be, Washburn said.
"No hassle" with police
However, she said there is "no hassle"
with the Lincoln police. Linvoln police of
ficers go through a rape training session,
which was intiated by the Rape Crisis
Center.
Washburn said the conviction rate for
rapists is high in Lincoln, although no sta
tistics are kept to determine the exact
number.
Washburn said she figures about "three
times" the reported number of rapes ac
tually occur.
Wehner said most rapes occur in resi
dential areas.
Lincoln Police Department statistics
show there were 30 rapes and nine
attempts reported in 1977.
In the first six months of 1978, 22 rapes
and four attempts were reported.
Wehner said only one rape was reported
on campus from 1973 to 1977. However,
this figure does not include sexually moti
vated assualts. In the same period there
were 135 assaults on campus and the num
ber of sexual assaults is buried in that
figure.
Washburn said when a woman is assaul
ted she has a "responsibility to herself and
to other possible victims to report it."
Wehner said the chances for apprehen
sion of a rapist are greater if the victim re
ports it immediately.
