A spokesman for Burlington Northern in St. Paul, Minn., said locomotive engineers are paid an average of $30,000 a year. It was the second time Hedrick filed for office without paying the filing fee and then took a skiing vacation. In 1976, he filed as a candidate in the 25th Legislative District against State Sen. Jerome Warner. Hedrick scribbled on his 1976 filing application that he was pro testing a state requirement that he pay a $48 filing fee, or 1 percent of the annual $4,800 legislative salary. As a result of Hedrick 's 1976 free filing and subsequent ski vacation, the 1978 Legislature passed a bill to make it more difficult for persons to run without paying the filing fee. State Sen. John Murphy of South Sioux City ac knowledged he had Hedrick in mind when he introduced a proposal in LB 233 that will tighten filing requirements.
