monday, march 13, 1978 daily nebraskan associated press datelines Police chief accepts Duve's resignation Iowa campus police limited Iowa City, Iowa - The power to arrest has been sharp ly curbed for University of Iowa security officers follow ing two incidents where the campus security force was cri ticized for its actions. Traffic violators may only be arrested when they pose a danger to someone's life. Short of a serious felony or a threat of violence, a security officer no longer can arrest a person unless he obtains the approval of four superior of ficers, officials said. William Tynan, head of campus security, said the pro cedure will remain in effect until a review, ordered by U. of I. president William Boyd, is completed. The review evolved from the arrest of three students who refused to stop passing out anti-military leaflets in the Iowa Memorial Union during an ROTC ball. The charges later were dismissed. Another incident involved a student who was taken from a political science class and detained for two hours because he was seen with a roll of toilet paper. Father objects to prayers Inrrfan Kan. - The father of two sons attending the In man grade school has asked the American Civil Liberties Union to initiate action to stop the recitation of prayers and Scripture reading in his sons' classes. Wayne Smith's appeals to the ACLU follows a school board meeting last week where a majority of the 1 50 per sons attending indicated they favored keeping prayer in the schools despite a U.S. Supreme Court ruling barring it. Demonstrators pelt Nazi's St. Louis - Hundreds of demonstrators pelted about 50 swastika-displaying members of the National Socialist Party of America with snowballs and stones, heading off their attempt to march through south St. Louis. The confrontation came at the start of a national con vention designed to unify several socialist factions. Scores of uniformed police waved nightsticks, keeping the demonstrators from direct clashes with the party members. University Police Chief Gail Gade said he accepted the resignation of UNL parking coordinator John Duve in a letter to Duve Friday. Duve submitted a letter of resignation about two weeks ago. Gade said he delayed accepting the resignation as a "courtesy" to Duve. "I don't think it's fair to accept it without some kind of discussion," Gade said. "At this point in time, there is no indication he wanted to change his mind," he said. "I assume he intends to re- sign as earlier indicated. Delaying acceptance of the resignation of a major de partment administrator is a University Police practice, Gade said. In the past, some employees have submitted re signations and later changed their minds, he said. Gade called Duve a "progressive" force in the depart ment and said he was sorry to see him leave. "He will be very difficult to replace," he said. "We just hope we can get one (a replacement) that's done the job he s done. Gade said ther department will search for a replacement by working with personnel agencies and advertising na tionally. "We will probably start looking as soon as possible," he said. Duve's resignation letter stated he would stay with the department until June 30, 1978. If Duve finds another job before then, Gade said, he will be allowed to leave after the customary 30-day notice. Duve has worked with the University Police since Sep tember 1971 .
