friday, march 3, 1978 daily nebraskan page 3 Bylaws amend CSL appeals role The authority to hear substantive appeals was added to the responsibilities of the Council on Student Life (CSL) by the group's passage of a bylaw amendment Thursday night. The amendment enlarges CSL's function from hearing only procedural appeals of student organizations to hear ing substantive appeals of student organizations and in dividual students. The council will be able to look at the issues of an ap pealed decision instead of only determining whether correct procedures had been followed by administration in making those decisions. The group voted to accept the amendment before making necessary revisions in its current hearing procedures. Ken Christoffersen, CSL member, said this would im mediately make available an appeal outlet to any group or individual that needs one now. Chairman Joan Wadlow said the current hearing pro cedures could be adapted to a substantive appeal hearing if one comes up before they are revised. Group member Jim Smith said his talks with UNL officials have shown a general administrative support of the CSL bylaw amendment. According to Smith, Richard Armstrong, vice chancel lor for student affairs, is aware that student organiza tions need a route of appeal and grievance address. Janet Krause, CSL member, said she felt appeals are not the direct responsibility of the council. She said CSL should be responsible only for creating a group that would hear such appeals. Christoffersen said he felt appeals are a large part of CSL business and should be handled by the group itself. The council also voted to support the substance of the Student Bar Association's resolution that alcohol be legal at events financed solely with an organization's self generated funds and complying with state and university regulations. Group members supported Armstrong's proposed task force to review student affairs policies and practices. Discussion cools, budget request adopted A compromise budget request vas adopted by ASUN Wednesday night after disagreements between ASUN executives and Treasurer Mike Brogan. The compromise, totaling about $35,000, was drafted by the budget and fees committee late Wednesday after noon. ASUN executives presented a $41,385 budget request. Brogan's request was for $32,300. ASUN's Fees Allocation Board allocation for this fiscal year was $32,160. Changes from last year's budget include :- -raising ASUN execu !vs' salaries from $145 a month for president and $120 r vice presidents to $160 and $140 respectively, a.;d ying them half-salary over the summer. -maintaining a part-time secretary year round for $4,800 as opposed to $4,500 allocated this year for only school months. -raising the Student Legal Services attorney's salary from $12,000 to $13,000 a year. -raising Government Liaison committees allocation from $200 to $700. -reducing the ASUN Book Exchange budget from $500 to $100. -cutting funding to Free University, leaving its exis tence up to the new executive board. -raising the communication budget from $500 to $800.
