thursday, february 23, 1978 daily nebraskan page 5 FAB future clouded by regents' policy By Margaret Stafford The Fees Allocation Board's responsibilities narrowed when the NU Board of Regent's narrowed the use of mandatory student fees. Instead of allocating fees for many organizations, FAB will make allocations to four student organizations including ASUN, the Union Program Council, the Daily Nebraskan, and the Cultural Affairs Committee. The Culture Affairs Committee only will receive fees through 1979-1980. FAB allocates money from Fund A, the 5 percent of student fees which supports student organizations. The other 95 percent of student fees goes into Fund B covering bond indebtedness, the University Health Center and the Unions. FAB reviews fund requests from groups receiving Fund B fees. Richard Armstrong, vice chancellor for student affairs, said the regents' policy regarding fees did not mention FAB. He said it is therefore "assumed that FAB will operate in the same manner as before." Armstrong said FAB could approve lump sums of money for the groups supported by Fund A. Under the new policy, ASUN and UPC may redistribute those funds to other organizations, ASUN can distribute funds to any office established by or under the direct control of stu dent government. UPC may grant funds to other groups to help them get started. However, UPC funds only can be allocated to a group once every four years. Armstrong explained that any group which is accepted as being under ASUN control may apply to FAB for funds, separately. He used Student Legal Services as an example of this type of group. Even though the new policy does not become effective until July 1, 1978, FAB cannot allocate any funds to groups who applied for fees before the new policy was adopted, Armstrong said.
