If page 6 daily nebraskan friday, november 18, 1977 ASUN plans letter campaign to oppose tuition boost UNL students are paying the highest tuition and fees rate in the Big 8, but are not receiving the highest quality education in return, according to two ASUN senators. At a press conference Thursday, ASUN president Greg Johnson and Mike Herman, co-chairman of the Govern ment liaison Committee (GLC), an ASUN subcommittee, presented a data comparison of Big 8 schools. Although UNL has the highest tuition, Herman said, the NU Board of Regents has proposed an increase from the current $21 per" credit hour to $2230 for the 1978 79 school year. However, ASUN members unanimously passed a resolution Wednesday night opposing any tuition increase for the 1978-79 and 1979-80 school years, Herman said. "We plan to take an active stand in fighting these costs,' he said. In opposition to the increase, ASUN is planning a letter-writing campaign to parents of freshmen and sopho more UNL students, Herman said. About 200-300 parents will be randomly contacted, he said. . Johnson said an alternative income source is needed to keep tuition from continually rising and that some of the burden should be shifted to state tax dollars. UNL,' Johnson said. "The state of Nebraska has made a commitment to have a university, so the state ought to throw in a fair share. ASUN, will bring its recommendations before the regents in December or early January, Johnson said, adding, "We have a fighting chance." Johnson disagreed with recent criticism that the UNL administration is "top heavy." "A lot of people abuse the administration as a whipping boy," he said. As often as two or three times a night, the students on the ninth through the 13th floors of Cather have been jolted by the explosion of powerful firecrackers, most likely the M-80 variety, according to some students who have heard them. The explosions all have been on the Uth floor, but can be heard two floors above and below. One student said the explosions have been so frequent that last week a sign read ings "Warning: Entering War Zone" hung outside the 11th floor elevator. Damage thus far has been limited to a couple ofloose floor tiles, according to Joe Prochelo, an Uth floor resident. Prochelo and another 1 1th floor resident, Don Cole man, agreed that "It was funny for a while, then it got boring," and eventually irritating. The phantom bomber has avoided au thorities. According to students, the bomb er's technique has been to attach the fire cracker fuse to a cigarette, light the cigarette, and leave. Five minutes later, when the firecracker explodes, the bomber is far away. None of the students interviewed on 11th floor has any ideas who the bomber is. Coleman speculated that it may be someone from 10th floor. "We don't get along with them too well," he said. Whoever the bomber is, he should take notice of a sign on Uth floor: "Cather Firecracker Policy: Get caught with one and you are out. ASUN President Greg Johnson said a hearing will be today for persons interest ed in presenting alternative fees proposals. Trie hearing will be held at 10 a.m. in Regents Hall on East Campus. f UNL Chancellor Roy Young presented the NU Board of Regents with ASUN's proposal last Friday. The regents will vote on the proposal at their next meeting in December. Johnson said the regents must have proposals at least ' a month in advance .before a vote can be taken. All that remains before ASUN's fees takeover is regent approval. Johnson said he has talked with "most of the regents" and thinks they agree with ASUN's plan. "Most of them believe in democracy," he said. "They believe the power of the purse should be with an elected body and not an appointed body." The regents also were presented the chancellor's and the faculty senate's fees recommendations. Last week the faculty senate voted unanimously to support the ASUN proposal.
