page 2 thursday, november 3, 1977 daily nebraskan Effort to cut unemployment begins Washington-The federal government began its billion dollar effort to cut down massive youth unemployment this week by sending the first Young Adults Conservation Corps workers to wildlife refuges and forest areas. associated press datelines By the end of this year, 7,895 youth will be tackling conservation tasks in urban, park and forest settings, according to Labor Department officials. Some 22,300 out-of-work young people will be awarded jobs with the corps by next October. The corps is a $2333-million piece of the 1 -billion youth jobs act that passed Congress this year. Other major elements of the act are experimental training and employment programs and community job projects. The overall program is expected to eventually create more than 300,000 jobs. With the teenage unemployment rate at 18.1 percent and black teenage unemployment at 37.4 percent, youth joblessness has taken on crisis proportions in Congress and the Carter administration. Jurisdiction unproved? Convicted murderer Harold D. Nokes has asked Lancaster County District Court to overturn his 1974 conviction for two Red Willow County murders because, he says, the southwest Nebraska county never proved it had jurisdiction in the case. In a petition for habeas corpus, Nokes admits his confessions to the murders was voluntary and that the murder of Wilma Hoyt was premeditated. Nokes was sentenced to two consecutive life terms in March of 1974 for the slayings of Mrs. Hoyt and her hus band, Edwin. In his petition, Nokes claims Red Willow County never produced physical evidence that the murders occurred in that county. Nokes was arrested in Frontier County and, because of a statement Nokes made to the sheriff, the case was transferred to Red Willow County, where Nokes was living and the murders allegedly occurred. Gasohol plant Despite the substantial risk the time has come to begin construction of a gasohol plant in Nebraska, Bellwood Sen. Loran Schmit said Wednesday. "We should build a plant here in Nebraska and if it goes broke it won't be the first time farmers have lost money," Schmit told the 200 persons gathered for the Nebraska-Midwest Regional Gasohol Conference in Lin coln. Schmit was introduced to the breakfast gathering as the "godfather, midwife and mother" of the Nebraska gasohol program because of his past legislative actions.
