Carter said if he doesn't gain passage of an acceptable energy bill, the White House has other options-and gasoline rationing is one of them. The President also told a nationally broadcast news conference that his forth coming tax reform program will include tax reductions. Plane hijacked Rome-A West German Lufthansa airliner with 92 persons aboard was hijacked during a flight from the Spanish island of Mallorca to Frankfurt Thursday by a gunman and landed at the Rome international airport, police said. Police said it carried 85 passengers and seven crew members. In contact with the crew, police said they learned one of the passengers pulled a gun as the plane flew over the French Riviera and ordered the crew to fly to Rome.
