Ringleader captured Omaha-Larry Wayne,--27, believed to be a ringleader in the escape of nine prisoners from the St. Louis city jail last year, was shot and captured in Omaha early Wed nesday, authorities said. Police, acting on a tip that Wayne was hiding in a North Omaha house, went to the home just alter midnight. , As officers approached Wayne fled out a rear door of the house and was struck in the leg by a charge from a police shotgun, authorities said. Wayne also was accused of the stabbing Tuesday of James Freeman, manager of the apartment building in which the fugitive was living. Wayne allegedly used a pistol smuggled into the St. Louis jail, to free himself and eight other prisoners Aug. 4, 1976. ' At the time of the escape Wayne was being held for transfer to the Missouri Penitentiary on a murder convic tion. He had earlier served six years of an 18-year-sentence on another murder conviction. The eight men who fled from the jail with Wayne were later captured. Grants Omaha-Federal incentive grants for college students in Nebraska may be jeopardized by the state's position against financing students at private institutions, federal officials said in Omaha. ' The funds, totaling about $400,000 for needy students come through the Bureau of Student Financial Assistance in Washington; D.C. Richard McVity, bureau director, said the program is on its fourth year and that funds are coming to Nebraska under a special arrangement. CSL supports student officer policy The Council on Student Life (CSL) voiced its support for current policy governing elected student officials and turned its efforts to appointing Fees Allocation Board members at its Thursday meeting. : : At its second meeting of the year, the council forwarded a sub-committee report on the eligibility of students to seek and hold office to Vice Chancellor of Student Affairs Richard Armstrong. The report, approved .unanimously, stated current policy governing student eligibility for office, and the appeals process to remove elected officers is satisfactory. As it now stands, any student enrolled at the univer sity can " participate in extracurricular activities. Individual organizations are responsible for determining eligibility requirements, according to CSL member George Wolf, who prepared the report, r . short Greg Johnson, who serves as the ASUN liaison to the council, said the council should begin to make its appoint ments to the Fees Allocation Board (FAB). CSL is respon sible for providing three at-large student representatives. On an 8-1-1 vote, the council approved a motion to allow the ASUN appointments committee to interview applicants for. those positions. This would be an economical move, according to CSL member . Mike Eyster, because the ASUN committee al ready has received applications and conducts on-going interviews. Following discussion that this policy may be a possible rubber stamp operation, with no actual CSL participation, the council amended the motion to include CSL representation. CSL members Shari Patrick and Jay Yost were appointed to interview FAB applicant with the ASUN committee, pending ASUN. approval, v ' s In other action, Eyster said that he is seeking legal opinion from NU Counsel John Gourlay defining the Creative Life Force" at 1 p.m. Saturday in the Union.
