Carter says energy crisis imminent
Washington -Warning that energy crisis is imminent,
President Carter urged the Senate Thursday to reassemble
his energy program and approve it. "They have their own
reputation at stake," he said.
Carter told a nationally televised news conference that
the energy bill is the major product he and the nation ex
pect from Congress this year.
"The reason that we have to act is not because we have
crises or emergencies at the present time, but because they
are imminent," the President said. 'v " '

Carter said "there are tremendous .pressures on the
Senate now from lobbyists," and urged the lawmakers to
withstand them. He put special emphasis on thre.e features
of his program that are in jeopardy in the Senate, a new
tax on domestically produced oil, his "gas guzzler tax"
on the big automobiles that burn the most gasoline, and
conservation and measures to shift industrial users of gas
and oil to coal and other, energy sources.
Fahmy optimistic
New York-Egyptian Foreign Minister Ismail Fahmy
said Thursday he was optimistic that the Geneva Mideast
peace conference could reconvene before the end of the
year.

Fahmv made the comment after meeting with Secre
tary of State Cyrus R. Vance, and returned to New York
from Washington to continue meetings with Arab and
other foreign ministers attending the General Assembly.
The Carter administration, in a move clearly designed
to sway Israel, is openly discussing with Arab leaders a
direct role for the Palestine Liberation Organization in
future Mideast peace talks.
Fahmy declined to say whether the PLO was discussed,
referring reporters to his General Assembly address in
which he insisted that the PLO attend Geneva talks on an
equal basis with other participants. ,
Berglond headlines
Des Moines-U.S. Agriculture Secretary Robert Bergland
will headline the second Midwestern Conference on Food
and Social Policy with what is billed as a "major address"
by conference officials.
Bergland will discuss the nation's agriculture policy on
the second evening of the three-day conference, which be
gins Nov. 8 in the Marina Inn at South Sioux City, Neb.
The secretary will speak after a 7:30 p.m. dinner, then
field questions from a panel of agriculture experts for
about 30 minutes.
The panel, moderated by Neb. Gov. James Exon, will
consist of Dr. James W. Whitaker, an Iowa State
University history professor, Don Muhm, farm editor of
The Des Moines Register; Don Ringler, farm editor for
the Omaha Worlji-Herald; and Rudolph H. Schnasse,
managing editor of Agriculture World at St. Paul, Minn. .
