Gromyko Tuesday volunteered to join the United States and Britain in a moratorium on underground nuclear weapon testing. He reminded the U.N. General Assembly that the Soviet Union had proposed a treaty to include underground tests in a three-power ban now in effect for tests in' the air, in space and under water. "Today," he went on, "we are taking one more step forward. Under the.; arrangement with the United-States and Great Britain we agree to suspend for a certain time underground nuclear weapon tests even before the other nuclear powers accede to the future treaty."
