Hong Kong-There were reports Monday that Chinesa Communist Party Chairman Hua Kuo-feng may hive given up his post as premier, This possibly is to pave the way for the return of purged official Teng Hsiao-ping, said China analysts. In official reports on Hua's reception of Japanese and West German delegations during the weekend, he was called only party chairman. On past similar occasions, he has been identified as premier. Teng's political comeback has been expected for months. He was purged a year ago because of his alleged involvement in riots. The first anniversary of the unrest which occurred during the Ching' Ming festival in honor of the dead is Tuesday. The Southern Airways DC-9 arrived at 2:40 pjn. CST and was greeted by Luis M:ndez Moriono, vice president of the Cuban National Assembly and a "Welcome" sign printed across the terminal building in Enslish, Span&a, Russian and Arabic. The visit, called "basketball diplomacy" by some, was conceived by Sen. George McGovern, D-SJX, who suggested the idea when he visited Cuba in 1975. The hope was that the basketball diplomacy could achieve what ping pong accomplished between China and the United States. Palestinian future Washington-Egyptian President Anwar Sadat, who arrived Monday for talks with President Carter, stressed that the central issue in the Middle East is the future of the Palestinians. "In your recent public statements you have come very close to the proper remedy," Sadat told Carter, the first U.S. President to endorse publicly the concept of a Palestinian "homeland." However, Sadat said in an arrival ceremony in the White House East Room. "Whit is needed is establishment of a political entity in which the Palestinians, at long last, can be a community of citizens instead of a group of refugees.'' Carter, in low-key welcoming remarks, made no direct mention of the Palestinians or any other sensitive aspect of the Arab-Israeli conflict. The plane, flight 242, carried 81 passengers and a crew of four. It touched down near a school, zigzasssd along the road, striking several cars and a country store, and then exploded in a wooded area. Moments before the crash,' the pilot reported that his windshield was cracked and that both engines were out, according to the Federal Aviation Administration.
