Hans to relocate the police station es part of the
preliminary capital improvement program will not nec
essarily include a new jail, according to Lincoln Police
Chief George Hansen.
A new jail to meet the federal court order for fresh air
and outdoor recreation for prisoners is necessary Hansen
said.
Although no plans have been discussed, Hansen said a
new jail probably would be located in the airport area
instead of with the police station in the city's central
district.
He said the police station is being requested because
of an inadequate 7,000 square feet for the 300 employ
ees now working in the station .
Hansen said his department lacks training and labora
tory space, classrooms, interviewing rooms and a program
to provide 24-hour public access to records.
The police station must be located in the Lincoln dty
center according to the completed Comprehensive Ran,
not yet final because of court action against it.
Louis Shackkford, member of the a ty -County Plan
ning Commission, said the Haymarket Square site border
ed by 9th, 10th, Q and R streets is one of the locations
under consideration. If approved for the new police head
quarters, a new jail probably would be included on that
site, Schackleford said.
1 He said he could see no valid objection to having a jail
on the site, even though it is part of the gateway to the
city. He said he doubted whether a modern, good-looking
building, housing just the police department and a jail
would give a bad impression to anyone entering the city.

Shackleford suggested moving the courts, located In
the City-County Eldg., to the old federal building. If this
could be carried out, Shackleford said, it would be sen
sible to have the police station and jail both in the Hay
market Square, which is only one block-from the federal
building.
He said this would allow easy transfer of prisoners
among police headquarters, jail and court.
Shackleford said few plans have been made for a new
jail to meet the federal standards. He said authorities will
try to continue using the present jail until a new one is
built.
Hansen said even the police station is in the request
stages. It is one in a book of city department requests
three inches thick, he added. But the proposed budget
for 1977-78 does include a total of $260,000 for planning
a new station and a new jail, Shackleford said
He also said more than $5 million for construction and
furnishing of the buildings is projected in the 1978-79
budget.
Whatever the commission decides concerning the
location of the new police department, with or without a
new jail, will have to be approved by the mayor and city
council before it can become part of the city's actual bud
get, Shackleford said.
