Allegations 'not substantiated,' says ad

The University of Nebraska at Omaha (UNO) security
director said positive results have come from an ad hoc
committee investigation into UNO's Campus Security.
Verne McClurg said the committee investigated the
allegations made by three former and two currently
employed security officers and found the allegations were
"not substantiated."
McClurg said the allegations disturbed many of the 22
officers interviewed by the committee, but "policies con
cerning the training and authority of officers" are being
reviewed.
The five officers who made the allegations claimed
that:
-Campus Security telephones containing recording
devices had been installed.
-Parking tickets issued to faculty, administrators, and
staff were regularly voided by Security Director McClurg

-Security officers attempting to unionize the security
force were harassed by other officers.
In the nine-page report to UNO chancellor Herbert
Garfinkel, the committee said:
-"A fixed recording capability exists on telephones
used by the (Security) director and assistant director,"
but that "unwritten policy indicates the devices are to be
used in the receipt or investigation of threatening or
obscene calls."
-"In the recording of telephone conversations no
statutes of Nebraska or the United States were violated."
-No documentation or other information was provid
ed the committee which would substantiate unfair voiding
of parking tickets.
-No documentation was provided which would
support charges of harassment against Security officers
involved in union activities.

The committee recommended that:
"-Campus Security and the UNO administration review
the need for recording devices on Security telephones.
-Telephone conversations be monitored only "when
one party requests the monitoring or the person monitor
ing indicates their presence."
-A "consistant manner" of issuing or voiding parking
tickets should be followed.
-A University publication concerning union activities
be made available to "all non-academic personnel."
UNO Vice Chancellor Gary Carrico said the allegations
probably occurred because of a "misunderstanding of
policies" but he declined to name the sources of the
original allegations.
He and McClurg are reviewing the need for the devices,
the possibility of adopting telephone company policies
and the development of a written policy concerning the
use of such devices.
