Exon justified his reduction in the proposed cost of HPER on the basis of a comparison to the recently completed $3.3 million recreation facility at Omaha's Creigh ton University. Garfinkel said it was an unfair comparison in two ways. First, the difference in the number of students: approxi mately 16,000 at UNO and approximately 5,000 at Creighton. Second, he said, "We don't want just an athletic train ing program" at HPER.
