Amnesty rejected Washington-In his last full day as president, Gerald Ford Wednesday rejected amnesty for Vietnam military deserters and draft evaders but directed that honorable discharges be awarded to wounded and decorated vet erans who had not received them. The new ruling would apply only to deserters and would affect at most 700 former servicemen, a White House spokesman said. They would be eligible for veterans benefits, including medical care and education. In making the ruling, Ford fulfilled a promise to consi der amnesty he made last month to the widow pf Sen.
