Liquor query finds
no school difficulty
When confined to residents' rooms, beer consumption
in residence hails is not a problem, according to a survey
completed in December of tweive Big 8 and Big 10 Con
ference Schools.
The survey, conducted by a Campus Police investiga
tor, was requested by AS UN Sen. John Welch and Campus
Police Chief Gail Cade after Cade told the Omaha World
Herald that "liberalizing student alcoholic use restrictions
has increased security problems at other schools."
Illegal at two
Only two of seven Big 8 schools surveyed, Missouri and
Oklahoma State, do not allow alcohol on campus.

,, The remaining five serve beer in their student unions
and, with the exception of the Universities of Oklahoma
and Colorado, allow only beer in residence halls.
Oklahoma and Colorado allow beer at age 18 and liquor at
age 21.
Colorado is the only Big 8 school that "definitely at
tributes increased problems of vandalism, assaults and
noise complaints in the dormitories to alcohol," the
survey said. Colorado also has a special provision for
alcohol consumption at community room dances and
floor and room parties.
Party crashers
John Towles, Colorado's director of security, said he
thought one of the university's problems was uninvited
off-campus people attending these parties.
Five Big 10 Conference universities were contacted:
the Universities of Illinois, Wisconsin, Minnesota,
Michigan State and Iowa. All allow beer and liquor or
wine in residence halls.
But Illinois, Minnesota and Michigan State do not sell
alcohol on campus. The other two sell beer in the student
unions.
Regulations concerning alcohol consumption are
governed by state and local law on all campuses con
tacted, the survey said. Rules also were set by the housing
administration.
No crime increase
Of ten universities surveyed that allow campus alcohol,
seven of the security directors said they thought there was
no increase in problems, and crime since alcohol was
legalized on campus. William Jones, Oklahoma's chief of
security, said he thought their problems had increased,
but that alcohol was not a cause.
Michigan State and Colorado security personnel said
they thought their problems and crime had increased.
Capt. Freeman Badgley of Michigan State said he thought
property destruction was increasing because of residence
hall parties and special bar parties.
"I feel that liquor has become a bigger problem than
drugs," he said.
"In the past two years we have had a greater amount of
drunks and one death which is attributed to drinking."
Policy tempering
Badgley added that the residence hall policy may be
tempered.
The survey noted that Michigan State, with 22,000
resident hall dwellers, has the largest dormitory popula
tion of any university.
Dean Drake, Iowa State's chief of security, said that
drinking alcohol in the union "was big in the first 30 days,
but student participation has dropped off to practically
nothing."
Jones said liberties granted three years ago to Okla- .
homa University students had not caused his department
a policing problem.
William Binny, Iowa's chief of security, said he con
siders students to be adults and "in the use of alcohol, see
no great problem."
