The five-member board accepted the increase proposal after the Legislature okayed it during special session. The new 15 per cent state income tax will equal the 1972 rate, the highest rate since the tax began. The new state income tax rate means that persons paying $100 in federal income tax will pay $15 in state income tax, as compared to the $12 they pay this year. State sales tax will remain at the two-and-one-half level, said the Board of Equalization Chairman, Governor J. James Exon. Exon seconded the motion of Tax Commissioner William Peters to raise the tax, because the three Republican members of the board, Secretary of State Allen Beermann, Treasurer Frank Marsh and Auditor Ray A. C. Johnson, would not make the motion. The 15 per cent rate was "dictated and mandated by the Legislature", Exon said, because it failed to approve his three-bill package in the special session, which would have held the tax rate. "The action of the Legislature enhances the general fund more than we had antici pated," the governor said. NETV auction given prints A set of five prints by artist LeRoy Neiman depicting Nebraska football during the Devaney years is the first major gift to the 1976 Nebraskans for Public Television, Inc. (NPTV) auction, to be held in April 1976. Neiman is nationally known for his in terpretations of major sports events, in cluding the Ali-Frazier fight, and the Olympics. UNL Athletic Director Bob Devaney autographed one of the prints at an auction kickoff luncheon Friday. The auction is the most important fund raising activity for Nebraska Educational Television (NETV), according to Jack McBride, NETV general manager. The money from the auction will be used to develop programming of interest to Nebraskans, McBride said. Auction chairman Karen Dahlstrom said there is "more early organization than in previous years, and she said she believes this will result in the ultimate success of the auction in April. Dahlstrom said the 1976 goal is $75,000, the amount raised last year.
