The Nebraska Educational Television
Commission (NETV) it studying develop
ment of . a state public radio station,
according to Jack McBride, NETV general
manager.
'The study will determine the costs of
such a network, how many stations would
be used and the type of programming pro
vided " McBride said. (
Boyd Rooney, assistant general, manager
of NETV and staff coordinator for the
study, said the Public Broadcasting Act of
1967 'laid the -groundwork for recent
public '. radio and television stations.
Rooney said NETV commissioner Philip
Hickman called for the study when he
"became aware that there were opportun
ities in public broadcasting outside of the
television media."
Network headquarters would be the
NETV Bldg. on UNL's East Campus, with
transmitters at present television trans
mitters in Lincoln, Norfolk, Hastings, Lex
ington, North Platte, Merriman, Alliance
and Basset, Rooney said.
Rooney said network format would be
educational, cultural and informative pro
gramming, including public affairs
presentations, classical music and programs
fbf school use.
The Nebraska Broadcasters Association
(NBA), comprising commercial broad
casters, opposes the issue, said Frank
Fogerty, executive vice-president. Fogerty
said NBA thinks there is "no demand" for
such a network and that the type of pro
gramming proposed could be found on
existing FM stations.
"Not to my knowledge is there a station
with this type of format in Nebraska other
than KIOS, which is operated by the
Omaha Public Schools," Rooney said.
Fogerty said the NBA is "against a
government medium of news or entertain
ment which would compete with commer
cial radio," and called the development of
uie neiwons 100 expensive.
"Nebraska's pretty hard put for money
to support governmental projects, especial
ly those dealing with education," Fogerty
said.
Rooney said costs of the network won't
be determined until final report to the
NETV Commission on October 30.
"Every time the NBA tells me how ex
pensive it will be, I ask them to tell me
"how much', Rooney said.
Rooney said he has no idea how soon
after the Oct. 30 report the issue will be
decided, but that if a network seems
possible, NETV will ask the ' 1971
Legislature for financing.
