L S (X) '" ' ' s (S) , o rhino boot fits, wear it Farking violators at UNL next year may find that the Campus Police have a new way of catching them. The department is considering using rhino boots. Rhino boots, or wheel locks, fit over the left front wheel of the illegally parked car. The boots clamp onto the rim on each side of the wheel and have a 9 to 12 inch post in front. The steel boot can only be unlocked with a special key kept by Campus Police. If the attempt is made to drive the car, the boot prevents it from going anywhere. The car is marked and the driver told he must contact the campus police office to free his car. John Duve, parking and traffic control coordinator, said the boots would replace towing away illegally parked cars. "This would cut down on the cost to the individual when we impound his car," he said. Campus Police currently use a private towing company to tow away cars. The company charges $12.50 which the violator must pay before he gets his car back. The rhino boots are being used experimentally at UNO. Duve said a disadvantage of using rhino boots is the liability incurred if any damage should occur to the wheels the device is clamped around. If a student were to attempt to drive with the rhino boots on his car, Duve said, Campus Police would not be liable. Two auto insurance companies request increases, cite inflation Two major auto insurance underwriters have asked for rate increases for automobile insurance. According to Don Deal, supervisor of the Nebraska Department of Insurance property and casualty division, Allstate and Insurance Services Offices applied in early March for the increases. Deal said the insurances averaged 4.5 to 5 per cent. He stressed that increases depend on individual coverage and place of residence. To get a rate increase, each company has to supply a written request to the Department of Insurance explaining the need for the increase, with all pertinent facts, figures and reasons. The rating division takes all factors into account and studies the insurance companies' reports before deciding whether to grant the increase. Deal said, that although accident claims have gone down in the last year, inflation is the major reason for the rate increases. "On the average," he said, "rates have gone down the past couple of years, but inflation has finally caught up with the companies. "I-very thing's up-auto repairs, hospital costs, plus all the inhouse expenses such postage, telephone, salaries. Just look at what the price of paper has done in the last year. All this runs up the cost of a settlement," Deal said. See related story, p. 7 Allstate figures indicate that there were 8.07 physical damage accidents per 100 cars insured in the latter part of 1969. In 1973 that had declined to 6.95 accidents per 100 cars insured. Hospital and medical care rose 13 per cent, parts are up 18 per cent, repair labor is up 10 per cent and towing costs have gone up 25 per cent. Deal said the department probably would decide on the proposed increases "by the end of this week. But it takes time to notify the companies, who have to notify the printers and agents, so it will take about 90 days for the increases to go into effect," he said.
