FAB to receive, give
$5,000 less next year
The UNL Tecs Allocation Board (FAB) will have a total of
$180 400 to allocate for student activities and organizations this
year according to Ely Meyerson, dean of student development.
The figure is $5,000 less than the amount allocated for student
organizations this year, Meyerson said.
He said it has been necessary to provide additional Student Fees
money to insure the continued operation of certain departments
such as the Career Planning and Placement Center, Overseas
Opportunity Center and the New Student Program.
Jim Lewis, FAB member, said the board already has had budget
requests exceeding $300,000.
Student Fees generate about $2.5 million per academic year,
Lewis said, but only ten per cent of that amount goes to funding
student groups.
The FAB will have to fund student groups with a shrinking
dollar, he said.
Lewis and FAB member Don Wesley recommended the board
conduct audits of the organizations which were granted funds last
year. Wesley said this would tell the FAB how the funds were used.
Lewis said campus clubs should generate their own basic
operating expenses.
In other action, the FAB postponed action on the Women's
Resource Center and Women's Action Group, pending a hearing
before the full board next week.
The board also denied a request from the Innocents and Mortar
Board for contingency funds for a dinner next year with the state
legislators.
The FAB gave tentative approval of budget requests for Phi Beta
Lambda, the National Student Speech and Hearing Association,
Engineering Week and the American Guild of Organists.
Bylaw change sought
on Pub Board status
A proposal to change a Board of Regents bylaw, which states
that the Publications committee (Pub Board) is a "standing
committee of CSL," was presented to the council Thursday night.
Kelley Baker, Pub Board chairman, and Neale Copple, director
of the UNL School of Journalism, appeared before the council to
present the proposal. Both said they felt Pub Board should be an
autonomous group and not a standing committee of CSL.
On the recommendation of council member Dave Howlett, CSL
called a closed session to discuss the proposal. No final action was
taken, according to CSL chairman Lyle Young. Further discussion
is planned for the next meeting, he said.
Copple headed a study committee on student publications
which recommended the "Guidelines for Student Press" adopted
by the Board of Regents in 1972.
Copple said he wanted to "express the feelings of the
committee" concerning the status of Pub Board.
The committee report "implied or stated" that an autonomous
publications committee should be appointed by a "non-political"
body to publish the student papers on each university campus,
Copple said.
The regents are the legal publishers of the papers, he said, but
they have delegated that responsibility to the Pub Board through
the "Guidelines for Student Press." The guidelines are based on the
canons of the American Society of Newspaper Editors, he said.
If Pub Board was not a standing committee under CSL it would
have a "more professional publication management", Copple
commented.
Baker added that he felt Pub Board would be willing to report
its progress and activities to CSL, although, if the board was made
autonomous, it would not be required to report.
Baker also answered questions from CSL members concerning
Pub Board's plans and activities.
In other business, CSL heard a report from Student
Organizations subcommittee chairman Chris Baade concerning a
proposed change in the committee's guidelines for recognition of
student organizations.
