Lobbyist: women's groups lack coordination Yvonne Leuing told the second weekly WomenSpeak meeting Tuesday that the several existing state women's groups lack coordination and compared Nebraska's women's movement to a missionary movement left without a cause after its goals are reached, Leuing, who is a registered lobbyist for Women's Lobby Inc., said several bills are currently before the Unicameral that she said are of special concern to women. Among them she said are : -Lincoln Sen. .Wally Barnett's LB23, which she said would revise the language concerning rape. She said the Women's Lobby-supports the bill, and expects it to pass this session. -Three bills concerning the treatment of children, all of which were introduced by Lincoln senators. LB 19, proposed by Shirley Marsh, requires a court to appoint a special guardian in child abuse cases if no parent or guardian can be located or brought before the court. A second Marsh proposal (LB20) asks that the state provide protection for neglected children in a law related to child abuse. LB373, introduced by Barnett, proposes establishing a State Department of Children and Youth to coordinate state agencies which counsel parents during family problems involving the child. Leuing said there are now 10,000 families in Nebraska headed by women. Two bills concerning welfare, which Leuing said affects women because 90 per cent of Nebraska welfare recipients are women and children. LB397, sponsored by Bellwood Sen. Loran Schmit, would allow the State Welfare Dept. to set welfare assistance rates while LB 192, proposed by Lincoln Sen. Harold Simpson, asks that aid to dependent children payments be raised. -LB417, introduced by Lincoln Sen. Roland Leudtke and Omaha Sen. John Cavanaugh, which would provide community based correctional institutions in Omaha and a maximumminimum security institution in Dncoln. Leving said there are few women in correctional institutions and are likely to be lost in the shuffle.
