Implications of Title IX and its "thirteen pages of fine
print" were discussed Thursday in the main lounge of
the Nebraska Union at a public hearing led by Don
Armburst, University Affirmative Action Committee
member and law student.
The committee's charge, and the reason for the
forum, is to prepare a response from the University to
Title IX before the Department of Health, Education
and Welfare (HEW) Oct. 15 deadline, said Armbrust.
As of now, Title IX is still a proposal, "not set in
concrete, " according to Armbrust,
Armbrust said Title IX represents the HEW rules and
procedures for Implementing the "no discrimination on
the basis of sex" laws passed In the '60s. He
emphasized that it applies to "a lot of things outside of
just athletics." r L '
Title IX specifies no discrimination in the areas of
admission and recruitment, treatment of students and
employment. He added that this implies equal access to
courses extra curricular activities and athletic
programs. . .
Athletics has been the area most people have heard -about,
according to Armbrust. The proposed regula
tions call for equal opportunity, not neccssarity equal
expenditures, for women and men.
Student response at the forum included comments
from organizations that could be affected by Title IX.
John Burg, Interfraternity Council president, said
that present information indicates that fraternal
organizations will not be affected. He said the Civil
Rights Act of 1964 states that organizations that
have previously discriminated can continue. Recent
opinions from trm Office of Civil Rights also indicate
that such organizations are exempt1 as long as tney
don't receive financial support from federal funds.
Sue Aitcheson from the Women's Resource Center
quoted a center handout citing deficiencies with the
proposal including the fact that curiculum and
textbooks are exempted from the regulations of
enforced equality on constitutional grounds.
Aitcheson called for review procedures for schools
and school systems. Title IX also exempts scholarship
programs established under foreign wills and trust
which allow discrimination Aitcheson said.
Becky ' Glover, president of tho Women's Law
Caucus, joined Aitcheson in calling for affirmative
action ending discrimination in professional school
admission policies.
Mortar Board president Lori Chace, said that at last
year's Mortar Board national convention, participants
voted to remain ell women because as such "they can
develop their skills better." Sho added, "We don't
believe in discrimination to the point it is detrimental to
students themselves." Mortar Board is a women's
honorary society.
