As a "public access" station, one-sixth of the broadcast time must be available for public service messages, he said. Kurtenbach proposed a series of two meetings open to the public to fuifiil this requirement. Interested persons would be invited to discuss community or national issues over the air. "Feminists, minorities and anyone else who has a message that wouldn't threaten the station's license can broadcast," he said. But he emphasized that no commercial messages will be aired since the radio station is nonprofit. The station has $3,600 to pay for radio equipment and already has received a mixing console, transmitter and tape recorder. " UNL leases parking lot A 259-car parking lot, recently leased to UNL, will be available for student use as soon as students who have been parking their cars illegally park elsewhere temporarily, according to Ray. The lot, a strip of land between 14th and 1 6th Streets one-half block north of W St., was leased to UNL Monday by its owner, the Missouri Pacific Railroad, according to Coffey.
