NCLU's state office, also headquartered in Lincoln, can
neither concentrate on issues as effectively as a
smaller, local group nor can it devote sufficient time to
them, the Lincoln attorney said.
Questionaires circulated last May showed that more
than 40 of the 300 NCLU members living in Lincoln
favored the formation of the local chapter, according to
Larry Molcyzk, LCLU public relations officer.
With only one committee presently operating, the
LCLU still largely is in the. planning stages, Molcyzk
said. But the Union is able to handle individual cases,
. A committee of four UNL law students is studying the
treatment that mental patients receive in loca
hospitals, Molcyzk said.

Beutler said the LCLU also will inform the public
about civil liberties issues by establishing a speaker s
bureau that would be available to civic groups.
The LCLu presently does not have an office, Beutler
said, but can be reached by contacting the state chapter
