J'tf "'K Handicapped need , '.specie The handicapped are saying that it is time for them to receive attention, noted Dr. Lois Schwab, associate pro fessor of human development and the. family at the Univer sity of Nebraska-Lincoln. They are demanding that artificial barriers, such as heavy doors or curbs without ramps, be removed, she said. Recently Legislative Bill 602 helped in this area. It requires all state funded buildings and all public nongovernment buildings to be built or remodled after Jan. 1, 1975 to be barrier free to the blind, aged, and handicapped persons. She estimated that nearly 23 30 million people in the United State are handicapped, but there is no way to know the exact figure because many cases are not recorded. Nearly 140,000 Nebraskans (10 per cent of the population) are probably handicapped, she said. Helping the handicapped adjust through independent living in their environment and function as a person in a family are the purposes of the homemaker rehabilitation pro gram in the UN L College of HomeEconomics. Dr. Schwab said people spend lots of time just being people and the handicapped need help to make this easier for them. More emphasis in research has been placed on personal feelings during the last several years. The UN L program was the first of its kind when it began in 1966 and was the- first to include both an undergraduate and graduate program. Dr. Schwab estimated that there are now about seven programs il ' aid , nationally dealing with som phase of home economics an rehabilitation. Graduate stu dents majoring in rehabilitation gain skills in counseling through couse work in Educa tional Psychology. " Classes in homemaker rehal ilitation are being offered eac semester. Workshops for th; blind and the handicapped i the home are being taught th summer. Some of the regular classes include rehabilitation through the life cycle. Field work, working directly with handicapped persons in various settings is also offered. A new major in children's rehabilita tion will be available for home economics students in the fall. The handicapped are no longer hiding. Normalization programs are encouraging the mentally and physically handi capped to be a part of the community. Dr. Schwab warned that they may get lost in society, and their needs still may not be met. "If a child is disabled, will teachers have the time and special training to help?" she asked. "We need to recognize, in our society, some people need special help." For the handi capped, the usual is too unusual, she added. If is difficult to learn a vocation and function well in a home. ' ' In the future people will treat persons as persons and not make snap decisions because of . their physical makeup, or what has happened to them because of disease or acident, she said. She said the reason handi capped persons have been mistreated so long is because others lack understanding and have a fear of the unknown. 'Summer TJtbrashan ; Editor .
