Calling ft "the ugly war", members, of the Nebraska
Student Veterans Organization (NSVO) are trying to
initiate a proposed tuition loan into law through LB499.
According to Rich Henderson, local vice president of
Kiostrx

or tuition
loans
World War il counterparts in 1946.
Under the National Gl Bill, veterans then received $75
for monthly living expenses and $500 a semester for books
and tuition. A private (E-1) made $50 a month while on
active duty.
Dy today's standards, the $75 represents an inflated
value of more than $300.
"The single vet now receives only $220 a month, out of
which he has to pay for his own books and tuition,"
Henderson said.
A private currently serving in the armed forces receives
monthly pay of $326.
State Sen. Waliy Barnett of Lincoln is sponsoring
LB499, which would allow the state to give 200 loans to
veterans at, 5 interest. The loans would be repaid during a
10-year period starting nine months after the veteran
finishes school.
According to some veterans at UNL,the proposed bill is
a good idea. It has some drawbacks, however, because there
currently are 1,600 veterans on campus and only 200 loans
are allowed in LB499, they say.
Arise Sholcs, a member of the NSVO and a junior
majoring in general agriculture, is skeptical.
"If you can put up with the hassle, you might get
something," he said, "but by the time you go through it all
(red tape), you'd just as well pay a higher interest at a loan
Although LB439 hasn't emerged for its final readingthe
UNL veterans are optimistic it will pass, Henderson said.
"Last year we introduced a similar bill, but it was shot
down immediately because we didn't have a veteran
legislative council for support," he said.
The NSVO received support for LB499 this year from
the American Legion, Veterans of Foreign Wars and
Disabled Veterans.
The only problem the veterans' groups met was a
provision in the LIU that would have forgiven the loan if the
veteran stayed in the state eight years after finishing
college. Senators feared that the provision was
unconstitutional and dropped it.
Barnett introduced an appropriations amendment
(LB433A) to set aside $150,000 for the loans from the
general fund.
No date has been set for final hearings of LB499 and
LB499A.
"We do have a foot-step in the door in securing this loan
into law," Henderson said, "but we hope inthe future it
won't be as hard to get action concerning vets."
