Speaking to about 80 persons at the Nebraska Union Monday, Scalapino also predicted recurring Chinese political instability in the '70s', which might jeopardize China's role as a world power. Scalapino, a University of California Berkeley political science professor, is considered an authority on Chinese and Japanese political life. He said Chinese-Russian confrontations of the '60s caused a "forced march to nuclearization. "The costs of nuclearization were huge-so huge, they slowed the modernization process in China," he said. "A reemergence of the Soviet question in China's politics is therefore inevitable." According to Scalapino, China's size and problems as an emerging nation "make it a miracle indeed if there is not recurrent instability during the 70s."
