Internal racial and guerrilla military issues in Rhodesia prompted Britain to go to the United Nations in 1968, Rogers said. Britain requested a Security Council resolution placing economic sanctions on Rhodesia, she said. Two resolutions were passed under the "Chapter Seven" section of the Security Council, which applies to major instances of aggression or threats to peace in a country. Resolutions passed under Chapter Seven are mandatory for all countries which are members of the United Nations. The sanctions were intact until they were first violated by the United States in 1971, when Congress passed the Byrd Amendment to the Military Procurement Act, she said. The amendment, which again permitted trade with Rhodesia, was the result of pressure from extreme right-wing groups and corporations with interests in Rhodesia, Rogers said. Last year, attempts were made in Congress to repeal the Byrd Amendment, she said. Although assured of Senate support, some senators wanted confirmation from President Nixon that the repeal would be in the best interests of the United States, she said. Rogers said that then-presidential aide John Ehrlichman was supposed to communicate the President's opinion, believed to be positive, to these senators. "Apparently Ehrlichman never made the calls or else said the wrong things,"' Rogers said. She said senators never received word and the repeal failed. Efforts to repeal the Byrd Amendment are being repeated this year, she said. She said she is confident of a victory when the bill comes to a vote in November.
