Closed meeting statement passed ii at llu V ' &L, a s r'i 'tin and ttvw r .... wife All meetings convened by UNL nonacademic governing bodies that either make or recommend policies should be open to the public, according to a policy statement passed Thursday by the Council on Student Life (CSL). The statement, prepared by a three-member CSL ad hoc committee, defines policy on open and closed meetings and is to be included in future editions of the UNL Student Handbook. Appropriate notice of time, location and subject matter should be given for those meetings open to the public, the statement continues. In addition, all nonacademic information collected in relation to open nonacademic meetings or administrative functions should be available to the public, the policy states. Under the policy, a motion must be passed in open and public session by a majority of a body before it can go into executive session. Adoption of the policy causes CSL to change its own rules of procedure. Until now, council rules have allowed the CSL chairperson to call closed meetings whenever an issue concerned "personal problems of any individual or group whose rights may be threatened by publicity." Alleged violations of the policy statement first should be brought to the attention of the body in question, the policy states. If the violation is not corrected by that body, it should be referred to the council for "appropriate action." The ad hoc committee that drew up the open meeting statement was established last February as a result of the public not being allowed to attend or the press report meetings of four UNL student fee task forces, according to CSL Chairman Don Shaneyfelt. The task forces had been established last school year to ;,tu(iy the use and distribution of student fees. In other business, council members discussed problems of UNL minority students. "One main problem is the site of the minority community," Shaneyfelt said. Only about 300 of UNL's more than 20,000 undergraduates uro minority students, according to James Smith, assistant director of Minority Affairs. The council could e n courage various UNL departments to recruit minority students, Shaneyfelt said. He plans to send a letter to the Cultural Center offering C-jL's assistance on minority students' problems, he said.
