Revised booklet spells out conduct, rights guidelines A booklet which more specifically spells out guidelines for student conduct and rights was distributed Thursday by the Office of Student Affairs. According to Ronald D. Gierhan, assistant in student affairs, the official University document has not been rewritten since the early '60's. The courts felt that the policies and regulations were too vague, he said. The booklet was rewritten last year by students, faculty and members of the Student Affairs staff. It essentially updates sections of the Student Handbook including "Expectations for University Students," "Regulations Affecting Students," and "Disciplinary Procedures," the booklet states. One of the additions to the policy statements is a rewrite of the Regents 1967 policy on drugs. The University policy now states that "misuse of drugs can be a hazard to a person's physical and mental health" and that is can hinder career planning. It also states that the disadvantages outweigh the advantages of drug experiences. As a Nebraska state agency, the University will also cooperate with law officials in the enforcement of the laws, the booklet states. The current handbook simply states that the illegal use of drugs is in strict violations of University rules and state laws. Another change is the replacement of the Student Tribunal with the University Judiciary, Gierhan said. The Student Tribunal was hampered because it could only make recommendations, while the new University Judiciary will have hearings and be able to make binding decisions in disciplinary cases, Gierhan said. The body will consist of five faculty and four students selected by the faculty senate and the student senate respectively. Serafine is charged with four counts of selling or possessing allegedly obscene materials. Lincoln Police Dept. Lt. Roger LaPage testified early in the trial that he purchased a magazine titled "Sex and Violence" for $6.21 on Dec. 29 at the Adult Book and Cinema Shop at 11th and N St. Lincoln Police Dept. Detective Arthur Wagner said he bought another magazine titled "Four Play" on Jan. 2 for $6 plus tax.
