Official cites harmony of energy, ecology by Bart Becker The administrator of the U.S. General Services Administration (GSA) said Friday that government action must be accompanied by "parallel concern by private industry and the consumer" if the environment-energy crisis is to be solved. Arthur F. Sampson, speaking at the Engineering Week convocation in the Nebraska Union, said energy and environment are national concerns. "We need E-Week, or E-Year, all over the country," he said. He pointed out that GSA, "the businessman for the executive branch of the federal government," has taken some action to narrow the gap between energy use and environmental abuse. But he said because the energy crisis competes with environmental concerns a "generalized notion of doing good is not enough." Sampson suggested three possible approaches for reconciliation of the problem. First, he said, "environmentalists have got to come to grips with reality. Their sometimes untouchable demands must be made more realistic." He said that with the development of new technology, "I think we can find the means to use the energy we have right now and still respect the environment." The second approach, according to Sampson, is a "confined" use of energy and environmental resources. "Energy consumption is essential to progress.. .and our way of life," Sampson said. "Since waste is the common denominator in consumption and production, we need to increase the efficiency of energy use." The third alternative suggested by Sampson is the discovery of new and beneficial sources of energy. He said an increased emphasis on utilization of natural sources "that can be used but not used up" such as the sun, wind, and tides would be necessary. , lull 11 v U'f 1 : Arthur F.
