But he said that "funding is relatively even per student per credit hour in the 1972-73 budget," and that "there has been very great progress in closing the (funding) gap between the two campuses." cam The board went on to approve a five-year contract for Bob Devaney, director of athletics and a professor' with tenure. Also appointed to a five-year term was Tom Osborne, as professor of educational psychology and measurement without tenure. Both appointments begin Jan. 1, 1973. Devaney retains his $35,000 annual salary, and Osborne will receive $23,000, an increase from $19,500. In other personnel action, the board reappointed about 150 faculty members for the UNO campus for year-long appointments. The board, however, made the reappointments with the express condition that the personnel involved have no right to continuous appointment (tenure) from this action. The Bylaws stipulate that academic-administrative staff who are presently under contract will not be allowed to use service at other institutions in computing the seven years before being tenured. Full-time instructors currently under contract at the University may remain on the staff for as long as eight years without obtaining tenure. Ohlen of the UNO Young Americans for Freedom and Rusty Schwartze, president of the UNO Student Senate. Olhlen objected to the recent speaking engagement on the UNO campus of the Rev. Thomas Crazy Eagle, an Omaha resident and supporter of the American Indian Movement (AIM). Ohlen asked the board to define fee use further, "stipulating how student fee money will be spent." He said that guidelines drawn up last year in response to the student fee question are not followed. "I ask that guidelines, once they are established, be followed," he said. Ohlen was followed by Rusty Schwartze, president of the UNO student senate. Schwartze maintained that the guidelines had been followed, and that the appropriate groups had been consulted before the speech of Crazy Eagle. The board sat quietly through 45 minutes of discussion by the parties involved, but expressed irritation that the squabble had come before them instead of before Roskens. "I don't think we should have to listen to matters that haven't gone before the chancellor or that the administration hasn't had the chance to solve," Regent Ed Schwartzkopf told the UNO students.
