ASUN-CSL overlap studied Determining specific areas of authority for ASUN and the Council on Student Life (CSL) is impossible, according to an ASUN study committee report on the relationship between the two bodies. t Instead, the report recommends cooperation between ASUN and CSL. One body should refer its recommendations on mutually, relevant subjects to the other, whenever possible, according to the report. CSL's gharter gives it "general policymaking power over student social and out-of-classroom activities." ASUN's constitution gives the senate "powers necessary for the general welfare of the itudent body." 'The CSL charter and ASUN's constitution overlap considerably. Many areas are under the jurisdiction of both bodies," according to Bill Freudenburg, study committee chairman. "The two bodies are different types, and there's a definite need for both of them," according to Freudenburg. CSL makes policies subject to approval by the Board of Regents. ASUN represents the students in a "spokesman's capacity" and acts as an advocate for student concerns, he said. Freudenburg noted that one of the strengths of CSL is that the body was "set up specifically to deal with policy and policy changes." CSL also has members from three sectors of the University community-students, faculty and administrators, he added. ASUN is the only body authorized to appoint students to official committees, Freudenburg said. The senate also budgets some student fee money and recognizes campus organizations. 'There's a place for both ASUN and CSL (on campus)," CSL member Mike Berns said. "Working together, they could do a lot for the sfudent body. Each group has its capabilities." Because CSL is a small bod'y it's adapted to "policymaking that has to be handled relatively fast or that deals with really detailed matters," Berns said. Some areas are handled better by one body than the other, he added. "It all depends on the situation." Berns said. He noted that ASUN was effective in proposing an ombudsman's office and the PACE scholarship program. The Code of Conduct and Disciplinary Procedures and the health center study were handled effectively be CSL, Berns said. Other recommendations in the committee's report allow for a CSL member to be recalled by the ASUN Executive Committee in Student Court if he misses more than six meetings a year.
