V pagp 2 ZPG head would end population increases by Jane Owens "The human race has been immoral for not practicing birth control," Willard Johnson, chairman of the national board of Zero Population Growth (ZPG), said Friday. Speaking to a UNL current topics and environmental science class, Johnson said: "By reducing the death rate and not controlling the birth rate, we've sent mankind on the way to sell-destruction. Johnson said that one of our moral law is "to refrain from self-destruction." He called population control an "ethical question." The birth rate in the United States is declining, according to Johnson. We ve had a failing rate of population increase since 1810," he said. Lately, he added, most population growth has resulted from immigration. "The baby boom (after World War II) was the unique factor in that history of fertility in the United States," Johnson said. That was the population explosion. "After the war, the lid suddenly went off everything, " he said, because material possessions became more plentiful and people started having more children. According to Johnson, 60 million babies born between 1925 and 1945; 80 million were born bt rcn 1945 and 1965. The average number of children per family increased from 2.3 to 3.7. . "The baby boom has created havoc and consternation ever since, Johnson said. Some of the problems created include increased taxes, disrupted school systems and unemployment, he said. Johnson also told his audience that the large number of youths involved in automobile accidents, crime, drug use and venereal disease is "not due to the fact that you are immoral or unethical. It's because so many more of you are in the age bracket where you fall into these social ills." ZPG wants to stop population growth in the United States by 1990, according to Johnson. The nation's birth rate is currently 15 per 1,000 per year. In 1968 the birth rate was about 18 per 1,000. Zero population growth would require a drop in birth rate until it equals the nation's death rate of nine per 1.000. ZPG's main purposes are political action and education. according to Johnson. By influencing federal, state and local legislatures, the organization works to establish family planning services and make inexpensive birth control available. to those who want it. Johnson said the organization doesn't stand for abortion, per se. 'Every woman should make her own decision in consultation with her physician," he said. ZPG no longer urges couples to have only two children. The organization hopes some couples will have one or no children, and also hopes the national average will stabilize at about two children per family, he said. Johnson noted the organization wants "to reach the desired result (zero population growth) without coercion of any kind." Hitching proposal makes drivers 'more responsible' It wasn't lack of interest that kept people from showing up at the public hearing last Monday on a proposal to legalize hitchhiking in Lincoln, according to Cathy Brady. Brady, who helped draft a proposal to change the city s hitchhiking law, said she mistakenly told people to go to today's third and final City Council reading on the ordinance change. . . The original proposal would have legalized hitchhiking everywhere in Lincoln except in heavily trafficked areas. According to Brady, the proposal stressed safety rules and "common sense-type things." Harold Springer, city clerk, said Brady's suggestion has been changed slightly. The new proposal puts more responsibility on the driver. "It would not be illegal to solicit a ride anywhere, but it would be up to the driver to decide if it were safe to stop," he said. He could not stop, he said, if it would create a traffic hazard. City Attorney Dick Wood said anyone wishing to address the Council on this matter at the IV ' , meeting must have special permission.
