Thone bill promotes recycling Nebraska first district Congressman Charles Thone Tuesday introduced legislation in the House of Representa tives which would encourage, through tax incentives, use of recycled materials. "Industries that use recycled materials are penalized by the federal government (while) those that deplete our natural resources are rewarded for their waste," Thone charged. T he proposed legislation would permit the same kind of allowances for using recycled materials as is now granted for virgin materials, according to a spokesman in Thone's Washington office. Currently, industries such as timber and mining are granted tax incentives in the form of depletion allowances to promote development of natural resources.
