    Zumberge
urges shift
in Evans' job
Chancellor James Zumberge has urged the
Board of Regents to approve a reassignment for
agricultural economist Bert Evans to the
downtown department of economics with a
promotion to the rank of associate professor.
Zumberge based his recommendation on the
academic freedom and tenure committee's
27-page report, - released this summer. The
report was based on testimony presented in
three days of hearings last spring on grievances
filed, by Evans. The committee report
recommended that Evans be considered for a
pay hike, promotion and reassignment.
The committee said "In view of the strained
relationships which obviously exist between
Professor Evans and his colleagues in the
Department of Agricultural. Economics, the
Committee recommends that the appropriate

administrative officers of the University of
Nebraska seriously consider a reassignment of
Professor Evans in such a way as to use his
demonstrated skills and talents, identified at
the hearing, to enhance his own career and to
improve the service of the University of
Nebraska to the people of the state."
The committee also recommended that a full
evaluation of Evans' merit as a professor be
made with the intent of considering a
promotion.
Evans filed 10 grievances against his
supervisors and colleague on June 7, 1971,
relating to his salary and lack of promotion and
tenure.
Conflicting reports were presented during
the hearings concerning Evans performance of
his duties.
The committee's said its initial concern was
to "pinpoint" Evans' specific assignment and
duties. 'The Committee failed to find a single,
will-defined, unambiguous statement which
described Professor Evan's duties and
responsibilities as a rfjalist."

groups, and organizations, and by means of
conferences, workshops, demonstrations and
consultations."
Evan's supervisors and peers testified that a
state specialist also must devote time to applied
research and the publishing of circulars.
'These different conceptions of the work of
the state extension specialist, and therefore
differences in standard! used in evaluation and
individuals work, are central to the problem
investigated in this hearing. Most of the specific
charges brought by the plaintiff (Evans) against f
the respondents relate in some way to the larger j
problem of finding the best means to fulfill the i
intent of the Smith-Lever Act," which outlines f
responsibilities for agriculturists in extension I
