CSL stresses
rehabilitation
in drug policy
The University will have a new drug
policy if the Board of Regents decide to
back up the Council on Student Life (CSL).
At a meeting Tuesday, CSL approved a
drug policy which stresses education and
rehabilitation rather than punitive measures
for drug misuse.
With regental approval, the policy will
replace previous regulations which allow for
suspension of a student found guilty of using
drugs.
The policy states that possession,
distribution and manufacture of drugs on
campus is contrary to University policy.
However, no disciplinary action would be
taken by Ihe University if a student admits
to the misuse of drugs while seeking personal
counseling or hospitalization.
No disciplinary action would be taken if
the student is convicted in court of
off-campus possession of drugs when
possession doesn't interfere with "the
implementation of the aims and purposes of
the University,"" according to the policy
statement.
Students found in need of emergency
treatment due to drug misuse would be
treated at the University Student Health
Center n strict confidence.
If a student is convicted of felony
possession of a drug, the University may
take disciplinary action or require the
student to seek counseling.
The policy states that it is against
University rules for students to possess,
distribute or sell illegal drugs at University
sponsored or approved events, living units or
property.
Disciplinary action ranges from a warning
letter for possession of misdemeanor
quantities of marijuana (currently one
pound) to possible suspension for the
possession or distribution of more than
misdemeanor quantities of marijuana on
University property or at University
sponsored events.
Off -campus misuse of drugs could result
in suspension if the possession, distribution
or sale "can bt shown to constitute a threat
to the health and well-being of fellow
members of the University community.
The new policy can be interpreted to
allow the University administration to act
before a student is brought to a court of law
for drug misuse, Roche said.
However, he said the courts are in the
process of determining whether the
University can take disciplinary action
before a student is convicted in court.
In taking disciplinary action, the
University would use the Student Tribunal.
The policy statement speaks of the
University's responsibility to members of the
campus community for "creating and
supporting a good educational
environment."

Christensen. Student Interest Party (SIP), and Bill
Schwa rtzkopf. Concerned Students (CS). have denouced the
proposed constitution, both saying the decrease in senators
( 1 5 from 35) cuts student representation.
Two candidates answered yes'. and one 'no', and one
'maybe' when asked if they'd have ASUN officially support
English instructor Larry WohTey's resolution to censure
Regent Robert J. Prokop.
Wolf ley introduced the resolution, charging Prokop with
"plagiarizing his article on homosexuality in the Douglas
County Gazette, . Jan. 4" at Tuesday's Faculty Senate
meeting.
Christensen and Baldwin agreed ASUN should support
Wolfley's resolution. Baldwin adding, "he's (Prokop) done
something one of of have done since ninth grade.'
Schwartzkopf said another resolution won't accomplish
anything and Beecher said the issue would depend on what
kind of resolution would be proposed in ASUN.
Beecher said he thought the recall of CSL members by
two-thirds of the senate under the proposed constitution could
be a problem because Baldwin has "threatened" before to
introduce a bill to ASUN that would allow the senators to
recall any CSL member who didn't support the planned mass
violations of dormitory coed visitation policies during
February.
Patti Kaminski. ASUN Senate candidate now endorsed by
the AUP. and a framer of the proposed constitution said
representation under the new plan will not lessen because
"there's only a fraction of a difference between 35 people or
1 5 people representing 20,000."
She also asked why the candidates opposed to the
constitution dsdn't appear at open hearings when it was being
written.
Christensen said he attended the first hearing, but was
discouraged so did not return
"I hate to see what's going to happen all year if you're
ASUN president-it's a pretty discouraging job," Kaminski shot
back.
When Kaminski asked Schwartzkopf what he's
accomplished as an ASUN senator the past two years hs said.
"1 haven't been active in ASUN, I haw been active in the
Engineering College."
