Unicam committee
advances fees bill
The Legislature's Education Committee voted 5-2 Monday
to advance Sen. Gerald Stromer's bill prohibiting mandatory
student fees at the NU and state colleges.
An amendment was attached, however, keeping mandatory
fees to pay off bonded indebtedness of dormitories. University
Health Center and the Nebraska Union.
Committee chairman Sen. Donald Elrod of Grand Island,
said Monday's action came as a result of senators trying to
"clean up bills in committee." He voted against the bill.
Lincoln Sen. Wally Barnett said he voted for the bill to put
it on the Legislature floor for full debate. Unless senators seek
rapid action on the bill, it would be several weeks before it
comes up for consideration on general file since over 100 bills
are ahead of it.
"I'm not much for that bill in any way," Barnett: said of
LB 1271. "The Board of Regents should run the University."
Barnett urged Regents to take a stand for or against fee
collections. Presently they are satisfying "hardly any" students
on either side of the issue, he said.
Elrod described mandatory fees as "part of the package
deal" students agree to, much like membership in
organizations. He said he believed the bill was mostly aimed at
student publications.

and George Syas of Omaha.
Sen. Orval Keyes of Springfield joined Elrod in voting
against the bill. Lincoln Sen. William Swanson, absent when
the vote was taken, unsuccessfully urged the committee to
reconsider its action and kill the bill.
