probation, deflection of
alcoholics and addicts to
medical programs, and
improved parole systems.
These programs have decreased
the populations in state and
Federal prisons from 230,000
10 years ago to 190,000 today.
BUT IT HAS also distilled
the population into a hard
core, many of whom have been
convicted of violent crimes,
and it has seen a sharply
increased proportion of
minority prisoners.
"No matter what we do, we
lose," says one Federal
corrections officer. "The
outlook is grim and getting
grimmer."
