Kubicek's other project began after a discussion with his father, an engineer for the Soil Conservation Service. The talk prompted an investigation into some tax laws affecting land owners whose property has been inundated by flood control development or grade stabalization dams. The second semester Centennial College project eventually evolved into a legislative bill draft, but the Unicameral's session was close to adjournment by then, leaving too little time to consider the proposal.
