Chicano speakers say education helps, hinders

The other panel members
agreed that their education had
helped them to get where they
are but that it is just the
opposite for most Chicano
youth.
"The droupout rate for
Chicanos in Nebraska is 60 per
cent," said Gilbert Pampas,
who works in the area of civil
rignis lor ine ju s uce
Department in Washington,
DC.
"That means one of two
things-either Chicanos are 60
per cent inferior or the
education system is wrong."
The Chicano has always
tried to use the university as a
springboard but now he is
caught up in limbo, said
another member of the panel,
Sam Ramirez.
A member of the Southwest
Council of La Roza, a catch-all
organization for economic,
public health and other
Chicano problems, Ramirez
said that a degree definitely
doesn't guarantee a job for a
Chicano.
"Education is, not
motivating the Chicano child,"
said Froben Lozada, Director
of Latin American Studies at
Merritt College in Oakland,
Calif.
Froben said 80 per cent of
Chicano students in Southwest
California are in special
education programs and that
many are in mentally retarded
programs.
The reason for this, agreed
the panel, is the language
deficiency problem which
causes a reading problem.
"These children are not
mentally retarded to this
degree," said Froben. "They
are judged by IQ tests which
perpetuate white, middle-class
values."
"Whose fault is it that the
Chicano child fails and who's
to blame for the outrageous
rates at which they drop out of
school? The teachers are
mentally retarded."
"They aren't given the tools
in the United States that they
need," said Navarro. Compared
to a country where the
population is 85 per cent

never respect Chicanos until
they become a threat. "As long
as we are taken for granted
they will continue to laugh and
sneer at us."

they can suppress the Chicano
people," said Nevarro. "And
that's when the hated learn to
hate."
